Why not making an M1 hack for the NES with the M1+2 translation?

I'm trying to start to play M1 but I can't seem to find a consensus on what is the best way to play it. M1+2 fan translation has the best text compared to the japanese version but it's on a smaller screen and the sound quality has been torn apart, EB0 for the NES seem to be the actual core game but with censored translation, and 25th anniversary has 1+2 text, but it changed a bunch of stuff that for me, a guy who wanted to try the game the way it was supposed to be played, kinda disencouraged me to play it. Then, i came up with this question: "why can't anyone make a romhack changing nothing but the text, to make it reliable to M1+2 translation?" I mean, someone had the skill, the time and the tech to make all these changes for 25th, couldn't someone also make something to keep everything from the original (including the platform it's played on) and change only the text?
